[ bagpipes ] >> reporter: a somber march from fire station 13 just one belong from the ghost ship warehouse. these are some of the people who arrived mere moments after the fire started at the warehouse killing 36 people. >> this is by far greater than anything that i have or i think other chaplains have had to do. >> reporter: volunteer chaplain ed moore are the responsibility of consoling the victims' families after they were identified and helping them

make sense of the chaos. >> there's an amazing satisfaction in just being able to help people when they really desperately need help. >> reporter: for the first time mourners got close to the burned-out building leaving flowers and lighting candles. max orr who lived at the ghost ship snapped these pictures from inside. the remnants of a collapsed staircase and charred piano still standing. overloaded electrical lines may have started the fire. the atf may confirm that in a press conference. >> no words how sad it is for the family. >> reporter: the only words came as prayer. >> even though i walk through the dark valley, i will fear no evil. >> reporter: then a moment of silence. kpix 5. today's news conference is scheduled for 11 a.m. we'll have the very latest on our website at noon. authorities arrested another suspect in connection with a murder in el sobrante. 32-year-old ray simons was allegedly involved in a murder. daniel pelley was already end arrest for the attack charged with robbery and murder. police still looking for a third man 31-year-old daniel ortega. police hope for tips from the public. we have learned more about why a north bay deputy opened fire at a suspect. sonoma county deputies pursued a driver through windsor sunday night catching him at a shopping center where a deputy says a man pulled out a black object and pointed it at him. that deputy opened fire hitting the suspect once in the shoulder. the man is recovering. he will face assault charges. deputies learned the object he

was holding was a metal bike lock. new this morning, deputies say four people were shot near a college campus in sacramento. it happened at an apartment complex last night near the american river college. deputies say the suspect shot three women and one man. it's unclear what led to the attack and one of those people is in critical condition. ♪[ music ] all right. 4:34. let's check weather with roberta. >> so what's going to really bear watching is not only do we have the king tides happening today and tomorrow, but we'll still be at 7 feet on thursday at noon and that's when the front comes through the bay area to get a combination of brief heavy downpours and high tides. we do anticipate some hydro issues here in the bay area. so that's just giving you a heads up. today out the door, what you need to know, no rain. precipitation will be north of the golden gate bridge. we could always see a stray shower but nonetheless it would be insignificant as far as

precipitation totals are concerned. mostly cloudy skies from the transamerica pyramid looking due east towards the estuary of oakland, the port of oakland. temperatures 47 degrees in livermore. cooler in livermore at -- or santa rosa, rather, at 43. now 50 in oakland and redwood city. temperatures pretty close to where we should for this time of the year so kind of mild and the winds will pick up late in the afternoon in the 50s around the beaches, 50s and low 60s around the peninsula. one of the outside numbers today 61 in cupertino and campbell and saratoga otherwise 60 at the rose garden district at san jose. numbers east of the bay into the high 50s under 60 degrees in pleasanton, antioch, discovery bay, vallejo. you'll top off in the mid 50s. north bay sprinkles possible. if you see any showers for the most part should be north of santa rosa into the mid-50s. so we are talking about ukiah with half inch of rain today.

quarter inch in cloverdale. that thursday storm, we'll time it together coming up. here's roqui. >> we are all getting geared up for the storm. it's 4:35. let's check the bay area roads as you start your day. starting with the bay bridge toll plaza, if you are heading into downtown san francisco, on 80 westbound between the carquinez bridge that will take you 18 minutes. expect a smooth ride through the toll plaza. moving to the hayward/fremont area for some roadwork in both directions. northbound is between mission boulevard and 92. southbound side between whipple and stevenson boulevard. both two left lanes are closed. as you can see it's causing slowdowns traffic at 50 miles an hour. it should be picked up at 5a southbound 880 to 92 here's a live look at the san mateo bridge. across the span, that commute is only 13 minutes. moving over now to the danville area, some roadwork on southbound 680 and that's in two different stretches here. the first stretch is between

olympic and livorna road and second between crow canyon to alcosta boulevard. if you are traveling along the altamont pass this morning, take a look at the traffic moving slowly across the way here at 34 miles per hour onto the dublin interchange. and this is looking slow. live altamont pass to 680 will take you 14 minutes i'll send it to you. >> all right, roqui. thank you. in san francisco ridesharing companies are getting called out for clogging up city streets with thousands of extra cars. kpix 5's joe vazquez on how bad the traffic has gotten and why the startups may be to blame. >> reporter: the streets of san francisco are seriously snarled. >> every day it's congested all day. >> reporter: the city's transportation agency sfmta says all this traffic is because of all those unmarked cars giving people rides. >> you see the lyft and uber and sticker on almost every car these days. >> there may be up to 45,000 drivers operating for uber and lyft in san francisco. >> reporter: how many taxis?

>> well we have about 1800 permanent taxis. >> reporter: 45,000 uber drivers? i can't believe that. >> that's insane. >> reporter: that number could grow with. the california public utilities commission is considering a new rule that would allow uber and lyft drivers to use rental cars but now the sfmta is saying wait a minute! when these transportation network companies, uber and lyft, first came out, they insisted that they should not have to follow the same rules and regulations as taxis, for example, because they're driving their own personal vehicles. >> if we add one, two, three taxis, we have to go through an environmental review. and yet, conversely, they can add thousands upon thousands of uber on the lyft cars to the streets with no environmental review. >> reporter: since one study shows san francisco has the third worst traffic congestion in the country, the sfmta is now asking the state to hold off on those rental cars.

in san francisco, joe vazquez, kpix 5. >> the sfmta also hopes to begin enforcing regulations against uber and lyft cars by using the same inspectors who check taxis. no response yet from ridesharing companies. new this morning, donald trump has picked the ceo of exxonmobil to be secretary of state. trump's transition team made the announcement an hour ago. some people are concerned because rex tillerson has worked with russian president vladimir putin. he negotiated and energy deal with russia that could be worth $500 billion. trump is challenging cia reports that russian hackers allegedly helped him during the election by leaking emails from the democratic party. congress is calling for an investigation. president-elect trump says it's an attempt to discredit his

presidency election. he won wisconsin by nearly 22,000 votes. tomorrow president-elect trump is expected to meet with several leaders from silicon valley. we are told most of them weren't on board with his presidential bid. kpix 5's betty yu tells us who will be there. >> reporter: president-elect trump has called an invite-only meeting on wednesday with the who's who of the tech world including tesla's ceo elon musk, his biggest tech supporter and new technology adviser peter thiel will be on hand. he is a billionaire investor. other leaders include apple ceo tim cook, microsoft's ceo, ceo larry page of google, sheryl sandberg and jeff bezos. >> it's going to be a get acquainted meeting. they really don't know each other, they have had no substantial dialogue. there wasn't anything happening on the campaign trail. the president trump didn't spend anytime in california.

>> reporter: the valley has been very critical of trump. the meeting's agenda is not public. but the president-elect said on the campaign trail that boosting u.s. jobs is a priority. he said he would get apple to build its iphones in the u.s. and targeted amazon for its low taxes. >> all of tech issues were mostly ignored during the campaign, immigration patriation, net neutrality, now have to come to the fore. >> reporter: among those not going the ceo's of uber, airbnb, netflix and "salesforce." one topic that the tech giants and trump will agree on, the corporate tax rate. the president trump has said consistently that he plans to lower it from 35 to 15%. in san jose, betty yu, kpix 5. >> kellyanne conway says she politely declined an offer to be white house press secretary for president-elect trump.

trouble on their streets - that they put up a fence. kpix five's kiet do shows us their plea to residents of one san jose neighborhood were so tired of burglaries, graffiti and other trouble on their streets, that they put up a fence. kiet do shows us their plea to the city to keep this fence. >> reporter: at the end of rosecrest terrace in san jose is 100-foot-long, 7-foot-high example of citizens rising up. >> we looked at the city to make sure we're in coding. >> reporter: neighbors paid for and built the fence on their own after suffering for years from escalating crime coming in

from dana avenue, a busy street separating the neighborhood from lincoln high school. there's no shortage of images of crooks burglarizing homes, tagging properties, or stealing items off porches in the cover of darkness. in this clip, a group of thieves is ripping out copper wiring from the lamppost. and here, drug dealers selling out in the open in broad daylight. what armando lopez and neighbors called police, one suspect came back and cornered armando at his house. >> he said he would kill me amongst other bodily harm things called my quite a few things in that exchange. >> reporter: after that violent confrontation the city quickly approved a temporary permit to lock the fence across a public right of way and block foot traffic from entering the cul- de-sac from the busy industry. the result was dramatic! the rosecrest neighborhood went from 6 crimes a week to this. >> since the emergency permit that was issued two months ago, we have not had one incident since. >> reporter: hello, neighbor. >> reporter: the neighbors will split the cost of the fence

area in the highest elevations. good morning, everybody! bring your umbrella but you probably won't need it. we have our live hi-def doppler radar not picking up any kind of precipitation any rain received today pretty much confined north of the golden gate bridge. it's our live weather camera look out towards the embarcadero. what happened to the lights i thought you lit it up, michelle. >> where are they? mostly cloudy skies. temperatures 43 in santa rosa. 47 in livermore. 50 in redwood city and oakland. here's what you need to know. the golden gate bridge, pavement dry. a slight breeze up to 10 to 15 miles an hour today. we'll have rain showers developing as the clouds

thicken. we'll have light rain showers north of the golden gate bridge heavier rain on thursday with gusty winds up to 35 miles an hour. couple of things you need to know about. first, we are of getting a lot of subtropical moisture from hawaii training into the bay area then an area of low pressure to the north of us will tap into the subtropical moisture. that's why we're anticipating the heavy rain and gusty winds on thursday. today cloud cover, you will notice a lot of this is virga where it's evaporating before we hit the land mass. a couple of light showers around the santa cruz area, coastal areas and into the north bay. but any kind of precipitation will be minimal as far as amounts are concerned. wednesday rain develops in the far stretches of the north bay but this is the frontal boundary. by wednesday night, before midnight, we'll start to see heavy rain knocking on the doors in the north bay. this front will slice through the bay area, just in time for the morning commute. we will see some ponding on the roads because this is brief and

heavy downpours all the way through lunch hour. you can just sit there and goes ahead and slices into the southland. here we go. as far as your precipitation totals are concerned between now and thursday night, easily up to about 2" of rain throughout many of our local neighborhoods. 47 in the high sierra. winter weather watch there over a foot of snow above 8,000 feet. our temperatures today in the 50s and low 60s. here's your extended forecast. perhaps a light shower today. nothing write home about. tomorrow rain develops by the nighttime hours. it will be rain and wind thursday showers early friday dry for the weekend. roqui? >> thank you, roberta. okay. it's 4:50. do you take the ace train or are you waiting for someone to get to you from the ace train? ace 1 is stopped before lathrop manteca because of a freight train on the tracks. we'll keep you posted when it's

moving again. bart, muni and caltrain are on time. bay bridge toll plaza to downtown, you're looking good right now on westbound 80 between the carquinez bridge and the maze. about 19 minutes. live look of the nimitz freeway looking good in both directions from 238 in san leandro along northbound 880 to the maze that will take you 16 minutes and then some roadwork in 880 on both directions on the northbound side between mission boulevard and highway 92, on the southbound side between whipple road and stevenson boulevard. but that should be picked up in about 10 minutes or so around 5:00. southbound 80 to the san mateo bridge, to foster city a quick 13-minute commute. in the north bay, a cat named billie jean had to make it on her own for a year after getting separated from her owner during a move. >> kpix 5's cate caugiran shows us an app brought the duo back together even though they lived

exposed the personal health information of about 34-thousand people. the online break-in happened late last month. quest diagnostics says a recent hack exposed the personal health information of about 34,000 people. it happened late last month online. the hackers gained access to names, birth dates and lab as a result through a mobile health app. social security and credit card numbers were not exposed. the company says all the people affected have been notified. the phony account scandal at wells fargo bank appears to be widening to include life insurance. the new whistle-blower lawsuit claims wells fargo employees signed up customers for insurance from prudential without those customers' knowledge. the plaintiffs and three former prudential employees who say they were punished because they wouldn't help with the cover- up. prudential suspended all sales of its insurance policies through wells fargo. wells fargo released a statement saying, it is, quote, deeply concerned about these allegations as they are completely counter to our
